The order in the store listing maintains itself: what disappeared from the feed drops to the end, what came back returns to its place, and products entered in the store by hand stay above the imported ones. Recomputed when the import and the price refresh finish. The store driver is what changes the order in the database — it works on OpenCart 2, OpenCart 3 and WooCommerce.
